And Now It All Starts!
A
miserable last week! Who would ever have predicted that in the Great
State of Texas, the largest energy producer in the U.S., we would be
sitting in subzero temperatures in our homes with no power and no water?
Almost every home in the state without power at some time; many with
no power for days. Temperatures of 38 to 52 degrees in our homes not
uncommon. Busted water pipes with water flowing through the house making
it even more difficult as now no power and no water. And even when the
weather finally changed on Saturday, still many with no water, busted
pipes, and now the problem in the grocery stores where we find a
shortage of even the most basic food items.
So
how in the world did this all happen? Well, if you believe the finger
pointing now going on, it was “the other guy that didn’t do what was
needed.” The Governor blames ERCOT. ERCOT blames the Providers. The
Providers blame the fact that the wind and solar generation facilities
did not work because of the snow and cold. And to top it off, now the
Democrats are blaming the Republicans! Take your pick.
It
is true that about 23% of the power for our electrical grid comes from
wind and solar power. It is also true that this source did not work
because of the extreme weather conditions. But why didn’t it work after
it does work in colder states like Minnesota, and why doesn’t it work
after the Providers being told previously to winterize those facilities?
The extreme weather was certainly no surprise as the TV’s weather guys
were telling us all how bad it was going to be the week before the
actual event. But still the non-carbon related sources of generation did
not work.
How
about the rest of the Provider facilities? Well, unbelievably, many of
these facilities could not operate because their equipment froze from
the extreme weather as it was not winterized. ERCOT claims they told the
Providers of the upcoming weather and advised the facilities to
winterize their equipment. The Providers claim it is too expensive to do
this for the unlikely event of such a drastic catastrophic event.
The
Governor says that ERCOT, the week before the weather conditions, had
claimed that sufficient power was available to serve the State of Texas.
ERCOT claimed that if had not taken the drastic step of the rolling
blackouts, which in many cases led to long outages, when they did, the
entire power grid would have failed, and the entire state would have
been without power for weeks or months. The Texas Public Utility
Commission, which in conjunction with the State Legislature overseas
ERCOT, has remained relatively quite through all of the crisis. The
Governor now is directing the State Legislature to implement legislation
to ensure an event such as this never happens again.
Who
really didn’t do their job? In my opinion, it’s simple, none of them
did! I learned a long time ago that a proven management principle is
essential if one wants to guarantee the best chance for success. You
have simply got to check on what has been directed to make sure it is
actually getting done. It is commonly called “Management by walking
around” or another way of saying “That which the boss checks gets done.”
Clearly ERCOT didn’t check to see if the Providers winterized their
equipment. The bosses at the Providers either didn’t direct that
equipment be winterized or if they did , they forgot to check to see if
it was done. The Governor and the PUC never checked to see if what ERCOT
reported was correct. And the list goes on of who didn’t follow through
on what they thought was happening. And we the citizens suffered
because of all the ineptitude of the responsible “leaders”.
What
will happen now? There will probably be a lot of hand wringing and
continued finger pointing. A taskforce will likely be appointed to
investigate why this happened and recommendations will be made as to how
to prevent it in the future….probably just like the last
recommendations which were made after the last major power outages in
Texas in 1989 and 2011. Let’s hope they get it right this time and
actually implement what is recommended and let’s hope they also remember
some of the very basic management principles that might have prevented
this disaster.

Labeling of coral transplants begins in Cozumel reef restoration program
As part of their ongoing restoration program, the Cozumel Parks and
Museums Foundation began the process of labeling coral transplants
(Elkhorn coral / Acropora palmata) in order to continue monitoring of
the project in the Chankanaab Natural Park.
Rafael Chacón Díaz, director of Conservation and Environmental
Education explained that the Chankanaab coral system restoration program
began in 2017, and is being carried out in coordination with Oceanus,
AC. To date, the site has been repopulated with a 1,500 coral fragments.
He explained that as a result of the success, the growth of the
corals has been registered and branches of more than seven centimeters
have been generated, which have been separated and planted to expand the

CFE sub-marine power line project set for Cozumel
Approximately 16 kilometers of underwater cable will be added to modernize the sub-marine electric lines that power the island of Cozumel. Mayor Pedro Joaquín Delbouis explained that they are reviewing the expansion of the CFE cable that runs to the island.
“Twenty three years after its installation, the island’s electrical capacity will be expanded with the modernization, an investment will be triggered and it will encourage job creation, one of our main priorities given the difficult situation that the destination is going through due to the pandemic of Covid-19,” Joaquín Delbouis explained.
He says the project would provide 15 to 20 more years of life to the electrical infrastructure, which currently has six 34,500-volt lines, which will be reinforced with three lines of 115,000 volts... READ MORE>>>
Mexico’s Plan for COVID -19 vaccination
The Secretary of Health announced today, December 8, how the
vaccination plan will be and the time it will take to apply the vaccine.
vaccination will start with health personnel and subsequently be
prioritized according to the level of risk of having severe COVID as it
may be age and comorbidities. (The persons at high risk with diabetes,
high blood pressure, obesity, etc.). it is expected that by the first
trimester of 2022 the vaccination of the entire population of the
Republic of Mexico will conclude.

The remaining Health Personnel and people age 60 and over
Travelers on the island of Cozumel will now be able to undergo a
Covid-19 test prior to ferry boarding. The news came from the general
director of the Comprehensive Port Administration of Quintana Roo,
(APIQROO) who says starting February 18, the ferry terminal at Cozumel
will begin operating its portable lab.
APIQROO head Alicia Ricalde Magaña says the Cozumel maritime terminal
will have a Marko Teck Laboratory module from where tests can be
carried out to detect the presence of the virus. She said that the port area of Cozumel is one more option for
international tourists who are in need of a negative covid test to
return to the country of origin. The portable lab will be able to
provide antigen test results in about 20 minutes and PCR test results in
about two hours.
